Verbal Testimony on HB 2310

Good morning, Chair Buckley, Vice Chair Bernal, and Members of the Committee,

My name is Michael Clarke, and I am the Deputy Director of Public Policy and Advocacy for The Arc of Texas. The Arc of Texas promotes, protects, and advocates for the human rights and self-determination of Texans with intellectual and developmental disabilities. I am testifying today in support of HB 2310 by Representative Ordaz.

HB 2310 would require the Texas Education Agency, in collaboration with the Health and Human Services Commission and the Texas Workforce Commission, to develop and implement a strategic plan aimed at improving early learning and educational opportunities for young children with disabilities.

Developing and implementing such a plan would be a significant step forward in ensuring that all children in Texas have access to a strong early educational foundation. The billโ€™s focus on identifying and addressing barriers to inclusionโ€”and promoting effective inclusion of children with disabilitiesโ€”will be critical to improving long-term outcomes.

Inclusive early childhood environments, where children with and without disabilities learn side-by-side, are proven to support social, cognitive, and emotional development for all children. Research consistently shows that integrated classrooms not only lead to better outcomes for children with disabilities but also foster empathy, understanding, and collaboration among their peers without disabilities.

We respectfully urge the committee to prioritize the educational development of all Texas children, including those with disabilities, to ensure they have the tools they need to thrive.
