Verbal Testimony from The Arc of Texas on HB 1941

My name is Sabrina Gonzalez Saucedo, and Iโ€™m the Director of Public Policy and Advocacy at The Arc of Texas. Iโ€™m here in strong support of House Bill 1941, which would make peer support services for people with intellectual and developmental disabilities (IDD) reimbursable under Medicaid.

Peer support is an evidence-based practice recognized by CMS and already included in over 39 state Medicaid programs, including Texas. In 2017, the Legislature passed HB 1486 to make peer services billable for mental health and substance use recovery. HB 1941 would extend this same benefit to people with IDD.

This model works because itโ€™s grounded in shared experience. Trained specialistsโ€”people with IDD themselvesโ€”offer guidance, emotional support, and practical examples of whatโ€™s possible. Peer support services can look like an autistic adult who is trained in offering peer support services assisting another adult with autism in learning to live independently, navigate public transit or practice self-advocacy skills. These relationships provide not only support, but also confidenceโ€”helping others envision and work toward a more independent future.

In my work, I support self-advocates and families in sharing their stories at the Capitol. I also have a sibling with an intellectual disability, which gives me a personal connection to this work. But as someone without IDD, there are limits to what I can offer. Thatโ€™s where organizations like Texas Advocates and peer support specialists make the difference. They bring lived experience that professionals like me cannot provide.

Peer support is a proven model that we know works and weโ€™ve already seen the impact. TCDD-funded pilot projects have already shown that peer support improves outcomes and helps people meet person-centered goals. HB 1941 builds on that success and ensures these services are available statewide through Medicaid.
